This is Victoriana to the max. 
With a band of wavy embellished herringbone stitch this original bracelet then takes it over the top with a deep band of beaded lace. The cufflette is based on a pair of crocheted cufflettes I designed a few years ago which I wear under jackets. This beaded version can be worn the same way or makes a statement by just wearing one.
The band should fit your wrist closely and the lace drips down over your hand.
Instructions for two sizes are given with notes to adjust the size further.
This tutorial has 30 pages of step-by-step, fully illustrated instructions that make this easy enough for any one with basic bead weaving skills.
